Remote role on a self employed basis paid at £250 per day
The Expert Advice Team provides subject matter support and expertise to thousands of advisers across England and Wales, and helps to ensure the accuracy of our online content.
The Expert Advice team supports the local network of Citizens Advice services and our national online content team in major advice areas such as debt, benefits, housing, employment, immigration, family and consumer rights. It does this through 1:1 consultancy with local advisers, 1:many advice products and training, legal assurance of content, while providing expert support to other functions such as public policy and news.
The Expert Advice team are looking for individuals to submit an expression of interest to be a part of our group of Consultant Housing Experts.
The consultant role will include providing second tier consultancy advice to our network of local Citizens Advice advisers. We will allocate work each month based on availability and need – this may fluctuate from half a day’s work to several days’ work. Some months we may not allocate any work, or may ask if consultants have availability to take work at short notice.

About the role
Paralegal to work in the following areas of Housing and Fire safety.
The successful applicant will have proven experience in providing housing advice and representation under an LAA contract. S/he will have sound knowledge of housing law, including homelessness, possession, and disrepair, and will have experience representing clients in possession proceedings.
Successful candidates must have knowledge of conducting work in legal aid cases.
CORE TASKS (not an exhaustive list):
- Attending clients, taking instructions and preparing cases
- Own casework including dealing with a range of public and private housing cases including Homelessness; Disrepair; Eviction; Possession; Property Ownership Disputes; Succession for Tenants; Neighbourhood Problems matters as well as undertaking your own advocacy
- Litigating on behalf of tenants against Housing Associations and Local Authorities
- Instructing counsel and attending court
- Drafting correspondence and documents
- Manage own work billing on Leap and maintaining accurate time costing procedures
- Assisting in other practice area, particularly in, Fire Safety Law

As a Litigation Officer within our team of five, you’ll serve as an in-house debt recovery specialist, supporting the Council in achieving its service charge income targets. Your responsibilities will include managing your own caseload, navigating conflicting priorities, and representing the Council in courts and tribunals as needed. A strong grasp of relevant laws and court procedures, including sections of the Building Safety Act 2022 pertaining to service charge recovery, will be advantageous.
In addition to debt recovery, the role entails providing high-level legal advice to the Council on complex matters within the Homeownership department, encompassing contracts, relationships, and financial resources. This may involve drafting instructions for external solicitors and effectively communicating outcomes to stakeholders. You’ll also be tasked with safeguarding the Council’s financial interests, assessing risk exposure, and ensuring compliance with legislation and policies to enhance Homeownership Services.
We’re seeking candidates with a proven track record in service charge debt recovery within a large organisation, coupled with litigation expertise and legal advisory skills. Alongside these competencies, we value a growth mindset and the drive to propel the team to surpass expectations.
