And, as Foreign Secretary he had a hand in the EU Directive which the Tribunal relied upon. I recall phoning up the DG of the Prison Service to break the news that Jack Straw was to become the new Minister of Justice, following the Prison Service moving from the Home Office to the Ministry of Justice. It wasn't the DG, but someone close, who answered the phone and "God help us!" was the response. All I was concerned with here was the utter piffle being pumped out about the HRA. I'm sure that the Spanish feel very strongly about free movement directives leading to the Great British tidemark around the Costa del Sol.
